Of course you would naturally want to provide assistance immediately, but before you can do that, you need to know if the surroundings is safe enough or you need to move the victim first, especially if there is an all too real threat of possible explosion. Another example is handling a victim with a broken spine. Upon carefully assessing the situation, you should know better than to try and move the patient and risk further injury. Determine Number Of Casualties

Another important element in any first aid procedures is to determine not only the nature of the emergency but to also know how many victims that would need medical assistance as well as the gravity of their injuries.
